Sagalee ADC on July 29 had convened a general body meeting of all the heads of offices, Panchayat leaders, representatives of various NGOs to discuss acute shortage of govt. residential quarters at Sagalee. The meeting took serious view of private individual occupying Govt. quarters thus depriving the deserving govt. staff.
The meeting chaired by ADC Chukhu Talar approved and authorized the local administration to carry out eviction drive of unauthorized occupation of govt. building etc. by private individuals.
PPA seeks Govt. clarification on NECL claim

CHANGLANG, Jul 22: Two NSCN cadres were gunned down by Assam Riffles and Changlang police personnel during fierce encounter at jungle area of Ningrang village in Miao on July 19 last. Bodies which were identified as that of SS Lt Keejan Pangtok alias James Hasik of Dimapur, Nagaland and Akhi Yobin of Vijaynagar circle, Changlang district were handed over to the relatives after completion of all legal formalities. Tuki pleads for Centre’s support to modernize health sector

Govt to take tough action against extortion, forceful donation
ITANAGAR, Jul 22: Taking serious note of rising incidents of threat and intimidation to officers/engineers and contractors as well as forceful donation and extortion by various organizations, unions and group, the state government has decided to take tough measures against the menace (extortion).
The State Government would take stern and exemplary action against those whosoever is found indulging in such illegal activity, according to an official release.
It was decided in a meeting held under the chairmanship the Chief Secretary and attended by Principal Secretary (Home), DGP, Secretary (Home) and Commissioners/Secretaries and Chief Engineers of all the Work Departments.
Expressing serious concern over the menace, Chief Secretary appealed to those organizations, unions, groups etc to refrain from such activities which are detrimental for development of the state.
All the senior officers of the State Govt., particularly those from Works Department, unanimously resolved to defy and thwart all such unlawful acts.
While welcoming the assurances given by the Govt. to initiate and award exemplary punishment to culprits and those responsible for such unlawful acts all the chief engineers made it a point not to succumb and yield to various pressure groups which are detrimental for proper implementation of projects.
“It was also resolved to inculcate work culture and transparency in the award and execution of various development activities as per codal provisions to ensure quality and timely completion of works as per schedule,” said Arunachal Pradesh Engineering Service Association (APESA), in another release. APESA also appealed to the members of various society and local citizens to help create an atmosphere that is conducive for overall peace and development of the state.
ITANAGAR, Jul 22: A day after army authorities clarified that its jawan were not involved in any illegal activities at Doimukh recently and probably acting on a tip off, the Doimukh Students' Union (DSU) today thrashed the claim of army. In a press release issued DSU general secretary Teri Takar stated that army is trying to shield its jawans and therefore spreading such false theory.
“The victim Tana Karan had clearly stated that he was robbed of Rs. 7, 00,000 at gun point by 4 army men along with other civilians on that fateful day. The statement made by the army in the local media today does not have any iota of truth and it is contradictory to the real facts of case,” stated Takar.
“As per the army statement, the raid was made on the pretext of some anti social elements present within Doimukh area and the raid was carried out officially by the army. If this is correct then why the army authority did not inform the matter to the local police which is normal procedure for any such operation? Why no senior rank army officer was part of team?” questioned DSU. Further they added, “If they really intended to arrest anti social elements from Doimukh then why they flew with the booty of Rs. 7, 00,000 ? If the raid was official one then why the army men misbehaved with the CRPF personnel at Banderdewa Check gate when the vehicle in which they were traveling was intercepted.”

DAPORIJO, Jul 22: Barely 24 hours after this daily carried a photo news with a heading “Road turns into big pond”, Upper Subansiri Contractors’ Welfare Association with special guidance of Deputy Commissioner Tahang Taggu repaired the road portion yesterday.
The road portion near PHED was lying in dilapidated condition for want of maintenance for years. It used to turn into big artificial pond every now and then, especially during monsoon, creating huge traffic jam in the township.

Kebang (ABK) has decided to celebrate this Golden Jubilee Celebration as a saga event
in the nomenclature of Golden Jubilee Baane Solung -
The Adi people used to celebrate Solung festival with full pomp and gaiety since time immemorial. Before 1964, celebration of Solung used to be village specific and period of celebration varied from village to village depending wholly on the decisions of the village councils or Kebang. With the advancement of time and society, centralized celebration of Solung; especially in township and in urban areas, became a necessity. As a result, in the year 1964, for the first time in the history of Adi, the centralized Solung celebration was conceptualized and celebrated at Roing town. All sections of people comprising the town dwellers, the Adi students from JN College Pasighat, Govt. School Tezu and Roing and eminent public leaders of Adi areas and nearby villages had participated in the celebration. From then on, every year, Solung festival is being celebrated centrally by the whole community on a particular period and place.

Regulatory gap in allied health space
In view of gaping shortages of doctors, allied healthcare professionals would have to play an increasingly prominent role in providing health services to India’s masses, says a report released by the Public Health Foundation of India.
The report highlights the lack of a uniform approach in defining Allied Health Professionals (AHPs), largely known as ‘paramedic’ in India and calls for correcting this perception by standardising a comprehensive definition for AHPs, along with a defined career pathway, salary structure and cadre formation to ensure their growth prospects.
Pointing to a considerable regulatory gap in the allied health space, the report reasons that this is attributed to the lack of a comprehensive regulatory framework and absence of centres for excellence or apex bodies for professional development and training of AHPs.
It points out that a number of councils such as the Medical Council of India (MCI), Dental Council of India (DCI) to name a few, have already been established by Government of India for regulating the standards of education and training, as well as the registration of practitioners in respective fields. While such bodies aim to prevent unqualified people from practicing and also for maintain the standards of these professions, the fact however remains that there is no central regulatory mechanism for AHPs.
It calls for standardised course duration, curricula, training methodologies and other such components pertaining to the education and training of allied health professionals.

The Big mouthed self proclaimed idol of honesty and sincerity, publicity crazy individual who claimed to have initiated all the developmental activities has again proved himself wrong only because of his arrogant nature and mismanagement in all spheres and absolute misuse of his official position and power.
All the readers might be confused as to whom we are referring. Our statement is against the loud mouthed and ambitious Minister in Arunachal Cabinet Bosiram Siram, Education Minister who is personally responsible for all the chaos that the present day people of Pasighat are facing. The rampant corruption activities, the deteriorating law & order scenario of Pasighat and the encouragement as bestowed to all the Encroachers/ Land grabbers and land mafias of Government Land at in and around Pasighat stands as a testimony of his evil intentions. All his near and dear relatives is busy encroaching Govt. land and the District Administration is a mute spectator as any action against them means inviting self transfer to difficult and far flung areas. The transfer and posting of his near and dear relatives and kits and kin in Pasighat and that too awarding key post also signifies his misuse of official power and position. But who will dare to oppose? People of Pasighat are not under any democratic set up of governance rather the anarchic and the dictatorial attitude of our local MLA is known by everyone but no one dare to resists as the outcome itself will be very disturbing.
We are not writing just for the sake of diminishing or character assassination of any individual, however, the present day to day affair has compelled us to highlight some of his wrong doing to public so that the common people knows truth.
The recent Transfer order under Education department itself shows his vindictive
attitudes towards those who defy his choices. For instance, Shri Namut Dai, President
and Governors award winner for his selfless service in the field of Human resource
development and just 9 (Nine) months left for superannuation was transferred to Aaohali
and interestingly he has undergone major surgery at Dibrugarh, Assam and the Doctors
has given written advise for not doing extensive travelling. Very interestingly,
his son Shri Otem Dai, serving as Asstt. Teacher transferred was to East Kameng District
and Daughter-
1. Can 3 (Three) members of a single family be transferred to 3 different location?
2. Can an ailing Government Servant who has just 9(Nine) months left for retirement and with the written instruction for not undergoing extensive travelling be transferred.
There are numerous instances where the sentiments of the people were hurt by his
vindictive attitudes and unfortunately, it was never reported or publicize for the
fear of being punished. If all the people of Pasighat have to support him only, then
what is the purpose of holding an election? Being an educated legislator he should
understand that in any kind of Democratic set up, there will be certain section of
people who may not like his policy and programmes and they are bound to support someone
else, as he cannot and should not dictate. But if those people are targeted, humiliated
or punished, that policy will not and should not last long. It may survive for a
day or two but a day will come when people en mass will dictate and on that day people
like our MLA will understand and realize that the power that he is enjoying and the
elevated position through which head is held high has been gifted by we the common
people only. Instead of being thankful to us and committing to ease out our agony
and pains, governing the common people through his wimps and fancies will certainly
boomerang and on that day the people instead of sympathizing-

Primary education in Arunachal Pradesh
Dear Editor,
Through your esteemed daily I would like to share my views on primary education in Arunachal. Arunachal’s failure to achieve universal literacy even after 50 years of independence can be termed as shocking. The article 45 of the constitution which is part of the directive principles of state policy, lays down that every child upto the age of 14 years shall receive free and compulsory education.
As per present rate of growth of literacy, it would take another 50 years for the state to achieve total literacy. More than 50 per cent of the villages in Arunachal Pradesh still do not have a primary school. The quality of primary education is still worse. The teacher lacks proper motivation, dedication, quality and training. They do not go to school regularly and punctually. They are often found to be engaged in doing some profitable business during school hours. There is no accountability, no proper governance and administration.
Education Minister Bosiram Siram said that the day is not too far when Arunachal
would achieve 90 percent literacy rate. He also spoke about the strategy and action
plan to bring education reformation and achieve its goal in pursuit of quality education
before the starting of 2013-

The following are given below: 1. on 19.07.2013 (published) lack of teachers, infrastructure hamper academic activities at GHSS Muri Mugli. 2. On 18.07.13 improve education scenario of East Siang, demand by AdiSU. 3. On 10.07.13 (published) East Kameng Social Welfare and Cultural Organization (EKSWCD) claimed that three school principals, forty one junior and senior teachers and fifty Assistant Teachers have been transferred from the district since twelve years but no relievers have been sent against them so far. 4. On 18.07.13 (published) Galo Students Union (GSU) appeals for early posting teachers at Govt.Sec.School Maro in the greater interest of the students of the school. 5. On 22.07.13 (published) Liromoba Circle Welfare Association president M.M Romin share on reader forum Govt. Hr.Sec.School running without senior teacher (Humanities) for last two years and also running with junior teacher of subjects like maths, English and social studies since last ten years. 6. On 20.07.13 (published) AdiSU president said weak infrastructure and acute shortage of teaching staff particularly in science stream in JNC Pasighat.
It’s all happening due to the negligence of our education higher authorities and concerned Panchayat members, local MLAs and selfish political leaders who are main bearers of any development activities of the areas.
I do appeal to minister of education, govt. of Arunachal, higher authorities of the
department and local public leaders to look after the matter seriously and take needful
actions. Teachers and infrastructures must be sufficient for public and student’s
community so that Arunachal can achieve 90% literacy rate in near future. Children
are an asset, and integral part of a national wealth. They are the future parents,

Recent report about Navyuga Company threatening to withdraw from Dambuk bridge project is very unfortunate for our state. It clearly signals to investors that AP is not conducive for investment and development. We are failing as a society and as a State. It is high time that we facilitate rather than being a hurdle to the developmental process otherwise there is no hope for AP.
